Traffic Safety Audit Projects

The traffic safety audit is conducted on the basis of paragraph 1, Article 89 of the current Law on Roads, which stipulates the obligation of public road managers to ensure the audit of state road projects of the first order in terms of road safety characteristics for all new road construction projects and existing road reconstruction projects. , in all phases of design, immediately before the commissioning of the road and no later than six months after the commissioning of the road. The traffic safety audit is:

  • Systematic method, which means that it is comprehensive and implemented in a methodological way;
  • Independent procedure, which means that RBS is performed by an independent and unrelated person or persons with a road management process, with experience in the field of road infrastructure safety, traffic engineering, traffic participant behavior and road design;
  • Procedure carried out on projects and technical documentation;
  • Proactive procedure, which means that it is a preventive activity that is carried out with the aim of identifying deficiencies in road infrastructure, in order to eliminate them.

The main goal of TSA services is to identify deficiencies in projects and technical documentation, as well as on the road (immediately before commissioning and no later than six months after commissioning) that may have implications for safe traffic, risk assessment of these deficiencies traffic participants, and proposing practical measures to eliminate or mitigate the risks / consequences that any identified deficiencies within the project may have on road users.

MHM-project d.o.o. In the period from 2016, he prepared a large number of reports of the Traffic Safety Audit – TSA for the needs of state road managers, Public Company “Putevi Srbije” during the preparation of technical documentation for highways and state roads of the first order in the Republic of Serbia.

In order to achieve the above-mentioned goals within the implementation of the RBS for the needs of the management of state roads, the following activities were performed, among others:

  • Deficiencies have been identified on selected sections of roads that are subject to inspection, which may lead to traffic accidents;
  • The potential risks of each identified problem for traffic participants are described;
  • Measures have been proposed to eliminate and mitigate the identified problems, with special emphasis on those that require low financial resources and whose effect is high, in terms of benefits for road users and their safety when participating in traffic;
  • A cost estimate for the proposed measures has been prepared.

The traffic safety audit was performed in accordance with the methodologies contained in the following internationally recognized guidelines:

  • ROAD SAFETY INSPECTION MANUAL, South East Europe Transport Observatory (SEETO), EC/SEETO, 2009, revised version 2016.
  • ROAD SAFETY INSPECTION GUIDELINE, World Road Association (PIARC), Paris, 2007, revised version 2012
